A federal agency can do only what Congress gives it the power to do in its enabling legislation. In many cases, however, that enabling legislation is broad and general. This gives the agencies flexibility, but can make it difficult to understand what is required to comply with agency regulations. Agencies write regulations to provide industries and individuals with more detailed and specific information than the enabling legislation does.
