The main control over agency action is political. At the federal level, this is exercised by the president and Congress. Such control can be explicit and legally proper, or it can be sub rosa and abusive. Political control is most problematic at the state and local level because the employees and agency executive personnel do not have the protections provided by the federal civil service system.
