The United States Army has a very useful manual on managing causalities from biological warfare and bioterrorism.  I have a link to the original Army materials and to a version that I have converted to HTML.  The HTML version is large so it will take a while to load on a slow connection, but it does have hyperlinks and can be searched more easily than the Word and PDF versions.
