Chapter 17 Footnotes1 . The qualification of agency officials' responsibility to implement "sound" requirements refers to the moral quality of the requirements. There may be other reasons for a society to hold its government officials responsible for implementing duly authorized rules, such as prudential needs for orderliness and predictability. But we would not hold an official morally blameworthy for failing to implement a requirement that is morally unsound. In that case his or her role-related responsibilities are superseded by basic ethical principles.2 . As discussed in chapter 10, the precise nature of all the records that were kept remains to be determined. |
