SUBJECT: Joint Military Intelligence Program (JMIP)

1.
This Directive:
1.1. Under the authority vested in the Secretary of Defense by Section 113 of reference (a), establishes the JMIP, designates its component elements, assigns responsibilities and functions, and provides for its management and coordination.
1.2. Supersedes reference (b).

This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Unified Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components").

3.1. All DoD intelligence must directly contribute to effective and coherent support to military intelligence consumers, and shall be planned, programmed, and funded through one of the three following channels:
3.1.1. The National Foreign Intelligence Program, as defined in E.O. 12333 (reference (c)).
3.1.2. The Tactical Intelligence and Related Activities (TIARA) aggregation.
3.1.3. The JMIP, whose development shall occur within the normal Planning, Programming, and Budgeting System.
3.2. The JMIP shall improve the effectiveness of DoD intelligence activities when those activities involve resources from more than one DoD Component; when users of the intelligence data are from more than one DoD Component; and/or when centralized planning, management, coordination, or oversight will contribute to the effectiveness of the effort. The JMIP shall initially be comprised of the following component programs (Programs, functions, and activities may be added to or deleted from JMIP, on the approval of the Deputy Secretary of Defense.):

3.3. Partial program elements shall not be submitted as JMIP inputs. JMIP program elements shall be separate and complete. For JMIP purposes, the DICP shall be considered a single program element.

4.1. The
4.1.1. Be the Program Executive for the JMIP, responsible for decisions about its functioning.
4.1.2. Chair the Defense Intelligence Executive Board (DIEB), under the Secretary of Defense Memorandum (reference (d)), as the senior management body providing planning, programming, and budget oversight of the JMIP.
4.1.3. Convene the DIEB, not less than twice annually, to provide advice and counsel on issues about DoD intelligence programs, ongoing and planned activities, and budget issues.
4.1.4. Issue separate fiscal guidance for each JMIP component program within JMIP in accordance with the overall resource priorities established under the Department's Planning, Programming, and Budgeting System process.
4.1.5. Review and approve any changes to the resource levels allocated to JMIP Program Elements.
4.2. The
4.2.1. In accordance with the Secretary of Defense Memorandum (reference (d)) and DoD Directive 5137.1 (reference (e)), serve as executive secretary to the DIEB to identify, evaluate, prioritize, and recommend to the Chair issues requiring DIEB attention.
4.2.2. Ensure the consolidation of the JMIP budget submissions and associated justification material for use during budget reviews and decisions. Development of JMIP component programs shall occur within the normal Planning, Programming, and Budgeting System.
4.2.3. Ensure that the Director, DIA, under DoD Directive 5105.21 (reference (f)), as the DGIAP coordinator for the JMIP, shall assist the DGIAP Component Managers in resolving programmatic issues across the DGIAP and, in conjunction with other Program Managers, in resolving programmatic issues across the entire JMIP. The DGIAP Coordinator shall develop program guidance in conjunction with the appropriate OSD offices for each of the DGIAP components.
4.2.4. Ensure that the DGIAP Component Managers for the DIATP and the DISTP, as stated in subparagraph 3.2.4., above, shall maintain established organizational integrity and reporting procedures, and develop programs in accordance with the guidance provided by the Program Executive.
