SUBJECT:  Center for Hemispheric Defense Studies

1.  PURPOSE

This Directive:

1.1.  Establishes, under the authority of reference (a), the Center for Hemispheric Defense Studies (hereafter referred to as "the Center"), with the mission, organization, oversight, responsibilities, functions, and relationships as prescribed herein.

1.2.  Establishes a Management Review Board (MRB) in support of the Center.

2.  APPLICABILITY

This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components").

3.  MISSION

3.1.  The Center shall develop and present academic programs tailored for the requirements of Latin American and Caribbean states that stimulate both civilian and military thinking about defense policy and civil-military relations, and provide an understanding of defense decision making and resource management in a democratic society.

3.2.  The Center shall seek to improve civilian expertise in national defense and military matters, strengthen civil-military relations, and foster inter-governmental understanding and cooperation in democratic states in the Western Hemisphere by conducting a multifaceted academic program.  The core of the program, conducted at the National Defense University (NDU), may be supplemented by courses that take place at sites in the region and complementary outreach and research activities focused on helping states to institutionalize the development of civilian defense expertise.

4.  ORGANIZATION

4.1.  The Center is hereby established as an element of the NDU under the authority, direction, and control of the President of the NDU.

4.2.  The President of the NDU, with the concurrence of the Under Secretary of Defense for Policy (USD(P)) and the Chairman of the Joint Chiefs of Staff, shall nominate a Director for the Center for approval by the Secretary of Defense, or the Secretary's designee.  The Director shall report to the President of the NDU.

4.3.  Consistent with applicable statutes and regulations, the Center may establish cooperative arrangements with universities and institutions of higher learning to facilitate the accomplishment of its mission.

5.  RESPONSIBILITIES AND FUNCTIONS

5.1.  The Under Secretary of Defense for Policy:

5.1.1.  Shall issue policy guidance and oversight to the Center in matters involving the Center's curriculum and activities involving foreign states.

5.1.2.  Shall accomplish necessary departmental and interagency coordination for matters concerning this Directive.

5.1.3.  Is authorized to issue DoD Instructions, DoD Publications, and one-time directive-type memoranda, consistent with DoD 5025.1-M (reference (b)), that implement policy approved by the Secretary of Defense related to the Center.  Instructions to Military Departments shall be issued through the Secretaries of the Military Departments.  Instructions to Combatant Commands or the President of the NDU shall be communicated through the Chairman of the Joint Chiefs of Staff.

5.1.4.  Shall on an annual basis reaffirm or revise policy guidance related to the Center.

5.2.  The President of the NDU:

5.2.1.  Shall provide all necessary and appropriate guidance and instructions to the Director of the Center.

5.2.2.  Shall include the Center in NDU's strategic planning process and require the Center to develop its own strategic plan.

5.2.3.  Shall ensure that the Center's activities are consistent with the mission assigned in this Directive, with the U.S. Security Strategy for the Americas with policy guidance issued by the USD(P), and with the guidance, as appropriate, provided by the Board of Visitors for the Department of Defense Centers for Regional Security Studies.

5.2.4.  Shall include the annual budget of the Center as a separate line item in the NDU budget and financial plan.

5.2.5.  Shall approve nominations of personnel to staff or attend the Center.

5.2.6.  Shall address the mission, program, and resources of the Center in the Annual Report to the Chairman of the Joint Chiefs of Staff.

5.2.7.  Shall establish, consistent with applicable statutes and regulations, an informal consultative body with regional participation to assist the Center.

5.3.  The USD(P), the Chairman of the Joint Chiefs of Staff, and the President of the NDU jointly shall maintain oversight over the Center, including review of programs, management, personnel, infrastructure, resources, and compliance with policy and regulations, through the Board of Visitors, the MRB, and such other methods as they deem appropriate.

5.4.  The Combatant Commanders with areas of responsibility within the Inter-American region, as established by the Unified Command Plan (reference (c)):

5.4.1.  Shall support the Center in the accomplishment of its mission.  The Director of the Center may request such support through the President of the NDU through the Chairman of the Joint Chiefs of Staff.

5.4.2.  Shall inform the USD(P) through the Chairman of the Joint Chiefs of Staff of support provided by the Command(s) to the Center and on the coordination of Command activities that affect the accomplishment of the Center's mission.

5.5.  The Secretary of the Army, as the DoD official responsible for providing requisite administrative support for NDU:

5.5.1.  Shall provide and maintain facilities for operating the Center at the NDU.

5.5.2.  Shall provide administrative, logistical, medical, programming, and budget support to the Center.

5.5.3.  Shall include the annual budget of the Center as part of the NDU budget.

5.6.  The Heads of the DoD Components:

5.6.1.  Shall provide resources including personnel to the Center as the Secretary of Defense deems appropriate.

5.6.2.  Shall nominate personnel to staff the Center and to attend the Center.

5.7.  The Center Director:

5.7.1.  Shall exercise authority, direction, and control over the Center and all assigned resources in accordance with this Directive.

5.7.2.  Shall nominate personnel to staff the Center to the President of the NDU for approval.

5.7.3.  Submit program and budget requirements for the Center as directed by the President of the NDU, in accordance with applicable DoD Directives.

5.7.4.  Develop and maintain a strategic plan for the Center.

5.7.5.  Provide an annual report to the Secretary of Defense, which includes an assessment of the Center's activities, issues that require attention, and goals and objectives for the coming year.

5.8.  The Board of Visitors for the Department of Defense Centers for Regional Security Studies shall advise the Center on matters under the Board's purview, including matters related to mission, policy, faculty, students, curricula, educational methods, research, facilities, and administration of the Center.

5.9.  The MRB shall be chaired by the USD(P), or designee, and consist of representatives from the Chairman of the Joint Chiefs of Staff, the President of the NDU, the Director of the Center, observers from the corresponding Combatant Commands, and such representatives or observers as the chair may from time to time determine.  The MRB shall meet semiannually to review current issues of the Center, including budget, faculty, students, research, conferences, facilities, and administrative matters.

6.  RELATIONSHIPS

6.1.  In the performance of assigned missions and exercise of authority granted by this Directive, the Director of the Center shall use established facilities and services of the Department of Defense and other Federal Agencies, whenever practicable, to avoid duplication, achieve efficiency, and accomplish missions effectively.

6.2.  The Heads of the DoD Components shall coordinate with the Director of the Center, the President of the NDU, the Chairman of the Joint Chiefs of Staff, and the USD(P) on matters relating to the missions and activities of the Center.

7.  EFFECTIVE DATE

This Directive is effective immediately.
