SUMMARY:  This Directive:  1. Reissues and updates DoD Directive 4650.5 dated December 5, 1990,  to consolidate DoD positioning, navigation, and timing (PNT) policy, procedures, and responsibilities.  2. Implements and cancels Deputy Secretary of Defense Memorandum, "Positioning, Navigation, and Timing," September 8, 1998.  3. Designates the Assistant Secretary of Defense for Networks and Information Integration (ASD(NI2)) as the OSD Principal Staff Assistant for overseeing PNT policy and coordinating with all external organizations.  4. Establishes the PNT Executive Committee (formerly
the POS/NAV Executive Committee) as the primary advisory body to the ASD(NI2) on all PNT matters.  5. Assigns responsibilities for preparing PNT policy.  6. Assigns responsibilities for the Department of Defense to participate in the Interagency GPS Executive Board (IGEB).
