TITLE:  DoD Instruction 2000.16," DoD Antiterrorism Standards", 06/14/2001

SUMMARY:  This Instruction reissues DoD Instruction 2000.16, "DoD Antiterrorism Standards," January 8, 2001 (hereby canceled), updates policy implementation, assigns responsibilities, and prescribes procedures under DoD Directive 2000.12, "DoD Antiterrorism/Force Protection Program," April 13, 1999 for protection of personnel and assets from acts of terrorism.  DoD O-2000.12-H, "Protection of DoD Personnel and Activities Against Acts of Terrorism and Political Turbulence," February 19, 1993, assists the DoD Components to implement this Instruction and DoD Directive 2000.12, "DoD Antiterrorism/Force Protection Program," April 13, 1999. DoD Instruction 5210.84, "Security of DoD Personnel at U.S. Missions Abroad," January 22, 1992  provides guidance for security of personnel at overseas locations. Specific guidance for DoD elements and personnel under the responsibility of Department of State (DOS) is outlined in the "Memorandum of Understanding Between the Department of State and the Department of Defense on Overseas Security Support, September 17, 1990 and Memorandum of Understanding Between the Department of State and Department of Defense on Security on the Arabian Peninsula, September 15, 1996, and subsequent State-DoD Memorandum of Understanding on Security, December 16, 1997, applicable worldwide . Interim Department of Defense Antiterrorism/Force Protection (AT/FP) Construction Standards Memorandum, December 16, 1999  refers to specific common criteria and minimum construction standards to mitigate antiterrorism vulnerabilities and terrorist threats.
