NSF Guiding Principle
"All actions taken by the PHS in response to instances of alleged, apparent, or actual scientific misconduct will be coordinated by the Office of Scientific Integrity (OSI) and take into consideration: (a) Safeguards for the affected parties, e.g., maximum feasible confidentiality, prompt and thorough inquiry and/or investigation, and opportunity to comment on or rebut all relevant allegations and/or findings; (b) the rights of informants, e.g., protection of their privacy to the maximum extent possible; (c) the need to ensure that the interests of the Government and the public are protected and (d) a commitment to ensuring the integrity of scientific research." (NSF proposed rule, s 1.2)
