REISSUANCE AND PURPOSE This Instruction reissues reference (a) to update policy guidelines for designating arduous locations outside the contiguous 48 states and the District of Columbia that qualify enlisted members assigned thereto for special pay. 2. APPLICABILITY This Instruction applies to the Office of the Secretary of Defense and to the Military Departments. 3. POLICY It is the policy of the Department of Defense to grant special pay to enlisted members assigned to duty at arduous locations outside the contiguous 48 states and the District of Columbia, provided one of the following conditions exists: 3.1. Dependents Not Authorized. Enlisted members are assigned to duty in those foreign countries and areas listed in enclosure 8 to reference (b) in which an "accompanied by dependents" tour is not authorized. 3.2. Less Than the Normal Accompanied Tour. Enlisted members are assigned to duty in those areas listed in enclosure 8 to reference (b) in which the "accompanied by dependents" tour length is less than 36 months. 3.3. Climate. The place of assignment is specifically recommended by the major command concerned and is: 3.3.1. Located at 58° N. latitude and above, or at 58° S. latitude and below; or 3.3.2. Locate between 15° N. and 15° S. latitudes. 3.4. Assignment to Communist-Controlled Countries. Enlisted members are assigned to duty in communist-controlled countries listed in Appendix H of DoD 5200.2-R (reference (c)). 4. RESPONSIBILITIES 4.1. The Assistant Secretary of Defense (Manpower, Reserve Affairs, and Logistics) (ASD(MRA&L)) shall: 4.1.1. Serve as the focal point on matters concerning special pay at certain places. 4.1.2. Review and evaluate recommendations for addition to the list of places published in the "DoD Military Pay and Allowances Entitlements Manual" (reference (d)) to ensure changes are in accordance with the criteria prescribed herein. 4.1.3. Approve designated locations for receipt of the special pay in accordance with 37 U.S.C. 305 (reference (e)). 4.1.4. Promulgate changes to reference (d). 4.1.5. Conduct an annual review of the list of places receiving the special pay to ensure the accuracy of the list published in reference (d). 4.2. The Secretaries of the Military Departments shall: 4.2.1. Submit to the ASD(MRA&L) additions or deletions to the list of places published in reference (d)). 4.2.2. Comply with this Instruction. 5. INFORMATION REQUIREMENT The changes to the list of places published in reference (d) shall be submitted under Report Control Symbol DD-M(AR)1186. 6. EFFECTIVE DATE AND IMPLEMENTATION 6.1. This Instruction is effective June 1, 1982. However, those enlisted members who are receiving special pay on June 1, 1982, and who are assigned to places that no longer qualify them for this pay under this Instruction shall continue to be eligible for such pay until reassigned out of that geographical area. 6.2. Forward two copies of implementing documents to the Assistant Secretary of Defense (Manpower, Reserve Affairs, and Logistics) within 120 days.
