DA&M SUBJECT: Defense Representation, United States Mission to the North Atlantic Treaty Organization and Europe References: (a) Title 10, United States Code (b) DoD Directive 5105.20, "Defense Representation, United States Mission to the North Atlantic Treaty Organization and Europe," November 16, 1972 (hereby canceled) 1. REISSUANCE AND PURPOSE Pursuant to the authority provided in reference (a), this Directive reissues reference (b) to update the responsibilities, functions, relationships, and authorities regarding Defense representation for the United States Mission to the North Atlantic Treaty Organization (USNATO) and Europe. 2. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components"). 3. RESPONSIBILITIES AND FUNCTIONS 3.1. Civilian Defense representation for USNATO and Europe includes the United States Permanent Representative on the North Atlantic Council (U.S. Ambassador to NATO); the Defense Advisor, USNATO/Senior Civilian Representative of the Secretary of Defense in Europe (SECDEFREPEUR), and other DoD personnel assigned to USNATO. 3.2. All functions and activities performed by DoD personnel assigned to USNATO in supporting DoD programs relating to the North Atlantic Treaty Organization will be carried out under the supervision and authority of the U.S. Permanent Representative on the North Atlantic Council. 3.3. In fulfilling statutory duties under the direction of the Secretary of State, who is the principal advisor to the President in the determination and execution of the foreign policy of the United States, the U.S. Ambassador to NATO:
3.3.1. Advises and assists the Secretary of Defense on DoD aspects of matters pertaining to NATO.
3.3.2. Keeps the Secretary of State informed of all USNATO activities resulting from this Directive. 3.4. In carrying out responsibilities on behalf of the Secretary of Defense, the U.S. Ambassador to NATO:
3.4.1. Presents approved DoD positions, policies, plans and programs to NATO and to NATO countries, as appropriate.
3.4.2. Evaluates proposed plans, positions, policies and programs affecting the Department of Defense, and submits, as appropriate, recommendations to the Secretary of Defense. 3.5. The Defense Advisor, USNATO, shall be the senior civilian Department of Defense official serving on the staff of the U.S. Ambassador to NATO. He or she will advise and assist the U.S. Ambassador to NATO in the formulation, coordination, and presentation of DoD policies pertaining to NATO. The Defense Advisor, USNATO, shall serve also as the Senior Civilian Representative of the Secretary of Defense in Europe (SECDEFREPEUR). 3.6. SECDEFREPEUR, as Senior Civilian Representative of the Secretary of Defense in Europe, shall plan, recommend, coordinate, and monitor DoD programs as directed by the Secretary of Defense. In this role he or she will advise and assist the Secretary of Defense in the formulation, coordination, and presentation of DoD policy in Europe. 4. RELATIONSHIPS 4.1. The Under Secretary of Defense for Policy (USD(P)), through the Assistant Secretary of Defense for International Security Affairs (ASD(ISA)), shall provide overall policy guidance to USNATO on behalf of the Department of Defense. 4.2. The OSD Components shall provide USNATO with technical advice, direction, and policy guidance within their respective fields of responsibility as necessary, consistent with section 4.1. 4.3. The U.S. Ambassador to NATO may communicate with the Secretary of Defense directly or through the USD(P), ASD(ISA), or the Defense Advisor, USNATO, as appropriate. 4.4. The Defense Advisor, USNATO, will normally communicate with the Secretary of Defense through the USD(P). This shall not preclude direct communication with the Secretary of Defense when exigencies require. 4.5. SECDEFREPEUR will normally communicate with the Secretary of Defense through the USD(P). This shall not preclude direct communication with the Secretary of Defense when exigencies require. 4.6. In carrying out assigned functions, the Defense Advisor, USNATO/SECDEFREPEUR shall be assisted by such DoD personnel as may be assigned by the Secretary of Defense. 4.7. Administrative support required for USNATO will be provided through support and service agreements with the other DoD Components. 5. AUTHORITIES In carrying out assigned functions, the Defense Advisor, USNATO/SECDEFREPEUR is delegated authority to: 5.1. Request personnel, administrative and logistical support from appropriate military commands and other DoD Components within Europe, as required and available. 5.2. Procure locally by contract or other proper means personal services, supplies, equipment, and such other services as may be necessary in the performance of responsibilities and functions assigned by this Directive using established support agreements, and arrangements and consistent with applicable laws. 6. EFFECTIVE DATE This Directive is effective immediately.
