REISSUANCE AND PURPOSE This Directive: 1.1. Reissues reference (a) to comply with responsibilities set forth in references (b) and (c). 1.2. Establishes organizational relationships and delegates functions within the Department of Defense for the discharge of the responsibilities assigned to the Secretary of Defense as the Executive Agent for the NCS (references (b) and (c)). 1.3. Supersedes reference (d). 2. APPLICABILITY This Directive applies to the Office of the Secretary of Defense (OSD); the Military Departments; the Chairman of the Joint Chiefs of Staff and the Joint Staff; the Unified and Specified Commands; the Inspector General, Department of Defense (IG, DoD); the Defense Agencies; and the DoD Field Activities (hereafter referred to collectively as "the DoD Components"). 3. POLICY By reference (b), the President established the NCS. The NCS consists of the telecommunications assets of the Federal Government organizations represented on the interagency NCS Committee of Principals and an administrative structure consisting of the Executive Agent, the Manager, and the NCS Committee of Principals. The President further directed that the Secretary of Defense serve as Executive Agent for the NCS. 4. RESPONSIBILITIES 4.1. The Assistant Secretary of Defense for Command, Control, Communications, and Intelligence shall:
4.1.1. Support the Secretary in his role as the Executive Agent for the NCS, with responsibilities as set forth in E.O.s 12472 and 12382 (references (b) and (c)). In this activity, the responsibilities of the Assistant Secretary of Defense for Command, Control Communications, and Intelligence (ASD(C3I)) shall include:
4.1.1.1. Maintaining liaison with those persons in the Executive Office of the President who are assigned responsibility for National Security and Emergency Preparedness (NS/EP) telecommunications functions by E.O. 12472 (reference (b)).
4.1.1.2. Oversight of the activities of the Manager, NCS.
4.1.1.3. Monitoring the activities of the President's National Security Telecommunications Advisory Committee (reference (c)).
4.1.2. Support the Secretary in all matters of interest to the Department of Defense pursuant to its representation on the NCS Committee of Principals. In this activity, the responsibilities of the ASD(C3I) shall include:
4.1.2.1. Representing the Department of Defense on the NCS Committee of Principals, either personally or through delegation to another member of the ASD(C3I) staff.
4.1.2.2. Appointing the DoD member of the NCS Council of Representatives.
4.1.2.3. Ensuring that the Department of Defense satisfies the responsibilities assigned specifically to it, and in general to all NCS member organizations, under E.O. 12472 (reference (b)).
4.1.2.4. Coordinating, as necessary, the participation of other DoD Components that serve as separate member organizations of the NCS.
4.1.2.5. Ensuring that applicable NCS Issuances are implemented within the Department of Defense by DoD Directives or Instructions in accordance with DoD 5025.1-M (reference (e)). 4.2. The Director, Defense Communications Agency, shall be the Manager, NCS. Subject to the authority, direction, and control of the ASD(C3I), the Manager, NCS, shall perform those functions assigned by E.O. 12472 (reference (b)) and shall:
4.2.1. Provide reports and recommendations on matters concerning the NCS to the Executive Agent, through the ASD(C3I). Specific reporting requirements, as they are developed and prescribed, shall be processed and approved consistent with the policies and criteria in DoD Directive 7750.5 (reference (f)).
4.2.2. Submit to the Executive Agent, through the ASD(C3I), proposed NCS reports and recommendations that may have an impact on the Defense Communications System or on other responsibilities of the Secretary of Defense so that appropriate elements of the Department of Defense may provide their comments and recommendations on them.
4.2.3. Serve as the Designated Federal Official and/or Executive Secretary for, and provide staff support and technical assistance to, the National Security Telecommunications Advisory Committee established by E.O. 12382 (reference (c)).
4.2.4. Support the operation of the National Coordinating Center for NS/EP telecommunications.
4.2.5. Develop a telecommunications infrastructure that meets the goals of reference (b).
4.2.6. Serve as focal point for U.S.-U.S.S.R. Direct Communications Link technical implementation activities.
4.2.7. Accomplish other tasks as assigned by the Executive Agent.
4.2.8. Discharge the functions assigned in this Directive by:
4.2.8.1. Employing the DCA staff and field organizations to carry out NCS responsibilities.
4.2.8.2. Establishing procedural arrangements for the execution of assigned functions.
4.2.8.3. Obtaining reports, information, and assistance from all DoD Components when necessary.
4.2.8.4. Communicating directly with all organizations participating in the NCS; with all DoD Components; with appropriate elements of the National Security Council staff, the Office of Science and Technology Policy, and the Office of Management and Budget, which are assigned responsibilities in E.O. 12472 (reference (b)); and, after appropriate clearance, with representatives of other nations.
4.2.8.5. Providing appropriate logistic support for the representatives of the NCS member organizations serving on the staff of the Office of the Manager, NCS.
4.2.8.6. Entering into Memoranda of Agreement or Memoranda of Understanding with NCS member organizations about personnel and other support to be provided to the Manager. 5. EFFECTIVE DATE This Directive is effective immediately.
