SUBJECT:  Authority for Establishing Special Command Positions

1.  REISSUANCE AND PURPOSE

This Directive:

1.1.  Updates and reissues reference (a).

1.2.  Establishes DoD policy and assigns responsibilities for the designation of "special command positions," which may be authorized special amenities.

1.3.  Under reference (b), prescribes procedures for regulations and uniform practices for the supply and replacement of special furnishings, as described in reference (c), for use in special command quarters of officers of the Armed Forces.

2.  APPLICABILITY

This Directive applies to the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Unified and Specified Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components").  The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps.

3.  POLICY

It is DoD policy that:

3.1.  A position shall be designated as a "special command position," if as follows:

3.1.1.  The incumbent is a general or flag officer or a civilian official of equivalent rank.

3.1.2.  The public relations responsibilities require the incumbent to represent U.S. interests in official and social entertainment activities involving foreign and/or U.S. dignitaries or high governmental and/or military-rank, and outstanding members of the business, industrial, labor, scientific, and academic communities.  Generally, each position occupied by an officer in grade O-10 shall be designated as "special command."

3.2.  A position requiring an officer of lesser rank may be designated as "special command," if the incumbent is as follows:

3.2.1.  Responsible directly to the Secretary of Defense or the Secretary of a Military Department.

3.2.2.  The top U.S. representative in an international, political, or military group.

3.2.3.  The commandant, director, president, or superintendent of a DoD or Service college or academy.

3.3.  Incumbents of special command positions shall be entitled to amenities commensurate with the required level of official entertaining.  Only officers of the Armed Forces may be provided a special allowance for table linens, dishes, glassware, silver, and kitchen utensils pursuant to this Directive.

4.  RESPONSIBILITIES

The Director of Administration and Management shall:

4.1.  Coordinate and oversee all matters relating to special command positions.

4.2.  Designate new special command positions and cancel existing designations.

4.2.1.  Notify and solicit comment from the Secretary of the Military Department concerned before assigning responsibility for furnishing quarters and amenities to a new position not nominated by that Military Department.

4.2.2.  Maintain and publish a list of approved special command positions.

5.  EFFECTIVE DATE

This Directive is effective immediately.
