SUBJECT: National Security Education Program

1.
PURPOSE This Directive implements the responsibilities of the Secretary of Defense in
reference (a) by establishing the National Security Education Program.
2.
APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Unified and Specified Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components").

MISSION There is hereby established the National Security Education Program. The National Security Education Program's mission shall be to execute
reference (a), consistent with the availability of resources.
4.
ORGANIZATION AND MANAGEMENT 4.1. The National Security Education Program shall be under the authority, direction, and control of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (ASD(C3I)) and shall be executed consistent with
reference (c). It shall consist of an Administrator, designated by the ASD(C3I), and such subordinate elements as are established by the ASD(C3I) within the resources authorized by the Secretary of Defense.
4.2. The program shall be financed from the National Security Education Trust Fund as provided by law.
4.3. The ASD(C3I) shall exercise the authorities and perform the duties of the Secretary of Defense relating to the National Security Education Board.
5.
RESPONSIBILITIES 5.1. The
Assistant Secretary of Defense for Command, Control, Communications, and Intelligence shall:
5.1.1. Exercise the authority of the Secretary of Defense under
reference (a).
5.1.2. Carry out the responsibilities and duties of the Secretary of Defense in
reference (a).
5.1.3. When appropriate, coordinate with the Under Secretary of Defense (Acquisition); the Under Secretary of Defense for Policy; the Assistant Secretary of Defense (Force Management and Personnel); and the Director of Administration and Management in the implementation of this Directive.
5.2. The
Comptroller of the Department of Defense shall ensure that all funds provided for the program are separately and visibly accounted for in the DoD budget under the Revolving and Management Funds (Trust Funds) subtitle.
6.
RELATIONSHIPS 6.1. In the performance of assigned responsibilities and functions, the ASD(C3I) shall:
6.1.1. Maintain appropriate contact with the DoD Components, other Government Agencies, and other public and private sector organizations and educational institutions for the exchange of information about the assigned programs, activities, and responsibilities.
6.1.2. Use established facilities and services of the Department of Defense and other Federal Agencies, when practicable, to avoid duplication and to achieve efficiency, effectiveness, and economy.
6.1.3. Provide the data needed for DoD budget estimates.
6.2. The Heads of the DoD Components shall coordinate with the ASD(C3I) on all matters relating to the program.
7.
EFFECTIVE DATE AND IMPLEMENTATION 7.1. This Directive is effective immediately.
7.2. The ASD(C3I) may issue such instructions as may be necessary to implement this Directive. Instructions to the Military Departments shall be issued through the Secretaries of the Military Departments. Instructions to the Unified and Specified Commands shall be communicated through the Chairman of the Joint Chiefs of Staff.
