SUBJECT:  DoD Civilian Rifle and Pistol Marksmanship Training Program

1.  PURPOSE

This Directive replaces reference (a) to update policy and responsibilities concerning support of the civilian rifle and pistol marksmanship training program.

2.  APPLICABILITY

This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Organization of the Joint Chiefs of Staff, and the Defense Agencies (hereafter referred to collectively as "DoD Components").

3.  POLICY

It is DoD policy to encourage actively and support civilian rifle and pistol marksmanship training as an important element of national defense.

4.  RESPONSIBILITIES

4.1.  The Assistant Secretary of Defense (Manpower, Installations, and Logistics) shall monitor the DoD civilian rifle and pistol marksmanship training program.

4.2.  The Secretary of the Army shall, in accordance with references (b) and (c):

4.2.1.  Promote civilian rifle and pistol marksmanship training.

4.2.2.  Implement the DoD civilian rifle and pistol marksmanship program through the Director of Civilian Marksmanship, Office of the Secretary of Army.

4.2.3.  Consider the recommendations of the National Board for the Promotion of Rifle Practice in regard to the DoD civilian rifle and pistol marksmanship training program.

4.3.  The Secretaries of the Military Departments shall encourage the extension of the privileges of rifle and pistol ranges under their cognizance to recognized local police organizations, local rifle and pistol clubs, schools, colleges, and other local responsible civic organizations, provided that such use will not interfere with military training and will be subject to local command and range regulations.

4.4.  Heads of DoD Components shall comply with this Directive.

5.  EFFECTIVE DATE AND IMPLEMENTATION

This Directive is effective immediately.  Forward one copy of implementing documents to the Assistant Secretary of Defense (Manpower, Installations, and Logistics) within 120 days.
