SUMMARY: This Instruction Disseminates policy, prescribes procedures, and assigns responsibilities for the accountability and control of Government personal property owned by the Office of the Secretary of Defense (OSD) and those activities serviced by Washington Headquarters Services (WHS) Includes a detailed discussion of all types of transactions on expendable and nonexpendable personal property in OSD, excluding automated data processing (ADP) and office automation (OA) equipment. The transitions, include, but are not limited to, requisitions or requests for equipment; supplies; and acquisition, delivery, receipt, transfers, turn-ins, and moving of property.
