SUMMARY: This Instruction reissues reference Administrative Instruction No. 17, "Civilian Employee Alcoholism and Drug Abuse Program, " April 23, 1982 (hereby canceled), consistent with reference Federal Personnel Manual (FPM) 731 and Supplements 792-2 and 293-31, S6 through n, updates DoD policies and responsibilities for the prevention and treatment of alcohol and drug abuse among civilian employees, and prescribes procedures for the implementation of the "Office of the Secretary of Defense/ Organization of the Joint Chiefs of Staff (OSD/OJCS) Drug-Free Workplace Plan" (references (o) through (s) ).
