SUMMARY: the purpose of this instruction is to implement references DoD Instruction 1430.5, "Civilian Employee Training Policies and Standards", dated 28 September 1971 through DoD-Wide Training Agreement for Exchange Assignments for Development of Managers for the DoD, approved by CSC 30 September 1971, and provide policies and procedures to be used in identification and selection of potential and incumbent executives for executive development.
