SUMMARY: This Instruction implements DoD Directive 5025.1, "DoD Directives System," to provide guidance for the preparation and submission of rulemaking documents (including DoD Directives, DoD Instructions, DoD Publications, and their changes) and notices to be published in the Federal Register (FR).  It also prescribes uniform procedures, style and format requirements.
