SUMMARY:   Pursuant to the authority vested in the Secretary of Defense by Section 113 of title 10, United States Code, this Directive:  1. Establishes policy and assigns responsibilities and authorities for joint urban operations doctrine, organization, training, and equipment within the Department of Defense (DoD).  2. Designates the Commander, U.S. Joint Forces Command, as the DoD Executive Agent for Joint Urban Operations in accordance with DoD Directive 5101.1.  3. Supersedes Deputy Secretary of Defense Memorandum, dated September 17, 2002.
