Directive 5100.41, July 23, 1979 to comply with responsibilities set forth in Executive

organizational relationships and delegates functions within the Department of Defense for
the discharge of the responsibilities assigned to the Secretary of Defense as Executive
Agent for the NCS (reference (Executive Order 12472, April 3, 1984) and (Executive Order
