12/26/2001 SUMMARY: This Manual is issued under the authority of DoD
Instruction 4525.8, "DoD Official Mail Management," December 26, 2001. It
prescribes uniform procedures and responsibilities for administering DoD official mail.
This Manual updates procedures and responsibilities for DoD official mail.
The Heads of the DoD Components may issue supplementary instructions only when
necessary to provide for unique requirements within their respective Components. All
supplementary instructions shall be approved by the Executive Director, Military Postal
Service Agency (MPSA), before publication. Two copies of any supplementary
