SUMMARY: This handbook is issued under DoD Directive 4160.21, "DoD Personal Property Utilization and Disposal Program," December 5, 1980.  Its purpose is to outline practical, cost effective methods for the recovery and recycling of scrap by providing technical guidance on scrap identification and segregation,  scrap yard operations and merchandising scrap.
