Manual", 06/1995 SUMMARY: This Manual is issued under authority of DoD Directive
4140.1, "Materiel Management Policy," January 4, 1993. It provides the standard
specifications for the Secondary Item Stratifications to ensure the uniform portrayal of
materiel requirements and assets of individual secondary items at the wholesale and retail
levels among all DoD Components. It also is a detailed reference Manual on the development
of each stratification matrix, which must be provided to the Office of the Secretary of
