for Automated Data Processing Personnel", 10/1979 SUMMARY: This manual, issued under the authority of DoD
Instruction 1430.10, establishes the procedures necessary for the development and
operation of a DoD-wide civilian career program for automated data processing (ADP)
personnel. It is effective immediately, and is mandatory for use by all DoD
Components who employ civilian ADP personnel. Heads of DoD Components may issue
supplementary instructions to this manual only when necessary to provide for unique
