Instruction 1430.10,establishes the Defense Agencies’ Civilian personnel Career
Program. It is designed to improve career development and progression opportunities for
those in the civilian personnel management field and to assure the placement of highly
qualified personnel professionals in key positions. The program is effective
immediately. Heads of participating DoD Components may issue supplementary instructions to
this manual when it is riecessary to provide for unique requirements within their
