SUMMARY: This Instruction establishes policy, assigns responsibilities, and prescribes procedures under DoD Directive 1342.17, December 30, 1988, for implementation and use of relocation assistance programs and implements Public Law 101-189, "National Defense Authorization Act for Fiscal Years 1990 and 1991," Section 661, November 29, 1989.  This Instruction does not establish any rights or remedies and may not be relied on by any person, organization, or other entity in an administrative or judicial proceeding or any other forum.
