Senate", 03/14/1995 SUMMARY: This Instruction reissues DoD Instruction 1320.4,
"Military Officer Actions Requiring Approval of the Secretary of Defense or the
President, or Confirmation by the Senate," October 29, 1981 (hereby canceled), to
implement policy and updates responsibilities and procedures under Title 10, United States
Code. This Instruction continues to implement Title 10, United States Code, United
States Constitution, Article 2, Section II, Clause 1 and Clause 2 and DoD Directive
1320.12, "Defense Officer Promotion Program," February 4, 1992 and prescribes
administrative procedures governing the submission of military officer personnel actioins
for grades O-1 throught O-10 requiring approval of the Secretary of Defense or the
