SUMMARY: This Instruction reissues DoD Instruction 1304.8, August 18, 1987 (hereby canceled); updates policy, responsibilities, and procedures for reporting of the Services' recruiting resource data.  That information is required for preparation of congressional testimony by the Assistant Secretary of Defense (Fore Management and Personnel) (ASD(FM&P)) and the Assistant Secretary of Defense (Reserve Affairs) (ASD(RA)) to respond to correspondence from congressional committees on DoD resource requests for military personnel recruiting, advertising, and examining programs; information reported has become the basis for congressional review of DoD military personnel procurement programs and establishment of financial limitations on those programs; the need for such standardization has been noted by the General Accounting Office (GAO) and the Congress; designates the Secretary of the Army as the DoD Executive Agent for the U.S. Military Entrance Processing Command (MEPCOM).
