Accession Testing Programs", 06/22/1993 SUMMARY: This Directive reissues 1304.12, "Armed Forces
High School Recruiting and Testing Program, " December 4, 1972 (hereby canceled);
updates policy and responsibilities for the Active and Reserve Components of the Military
Services on : the DoD Enlistment Testing Program. the DoD Student testing Program. The DoD
In-Service Testing Program. The DoD Overseas Testing Program. Use of a common aptitude
test, the Armed Services Vocational Aptitude Battery (ASVAB), for paragraphs A.2.a.
through a.2.d., above. Assigns responsibilities for: the research, preparation, printing,
and maintenance of the ASVAB, test control and administration, test scoring, maintenance
and distribution of enlistment processing records and test scores, and investigation of
test irregularities. This Directive defines responsibilities of the Manpower
Accession Policy Working Group and the Manpower Accession Policy Steering Committee on
resolving test development, implementation, and maintenance problems, and making policy
recommendations in these areas to the Assistant Secretary of Defense (Force Management and
Personnel) (ASD (FM&P)). This Directive designates the Secretary of the Army as
the DoD Executive Agent with fiscal, administrative, and management support responsibility
for the DoD Enlistment, Student, and Overseas Testing Programs. It also designates
the Defense Logistics Agency as the Executive Agent for the Defense Manpower Data Center
(DMDC) in support of ASVAB research and development. This Directive authorizes the
