SUMMARY: This Instruction establishes policy, assigns responsibilities, and prescribes procedures for the reporting of service ROTC resource data. It provides single-source guidance for the accounting of all resource costs which support ROTC program. That information is required for preparation of congressional testimony by the Assistant Secretary of Defense (Force Management and Personnel) (ASD(FM&P)) and to respond to congressional inquiries about DoD resources for military officer accession programs and the need for such standardization has been noted by the General Accounting Office and the Congress.
