the Blind on Federal Property ", 04/07/1978 SUMMARY: This Directive, Randolph-Sheppard Vending Stand Act reissues
DoD Directive 1125.3, "Preference to Blind Persons in Operating Vending Stands,"
August 15, 1963 to implement the provisions of Randolph-Sheppard Vending Stand Act and
Title 45, Code of Federal Regulations Chapter XIII, Part 1369, and establishes within the
Department of Defense: uniform policies for application of priority accorded the blind to
operate vending facilities; requirements for satisfactory vending facility sites in DoD
component-owned or occupied buildings; and, vending machine income-sharing requirements on
property under the jurisdiction of a DoD Component. DoD Directive 1125.3 and Report
