Installation Manpower Planners", 10/1986 SUMMARY: This Handbook is issued as a supplement to DoD
Directive 1100.18, "Wartime Manpower Mobilization Planning," January 31, 1986.
Its purpose is the help reinforce mobilization readiness by providing a planning reference
guide for Continental United States (CONUS) installations of the Department of Defense
(DoD). It is designed to assist local manpower and personnel planners in anticipating and
planning the execution of military and civilian mobilization manpower actions in support
