SUMMARY:  This Instruction:  1.  Implements policies, responsibilities, and procedures for executing a National Guard civilian youth opportunities program under the authority of Section 509 of title 32, United States Code, to be known as the National Guard ChalleNGe Program.  2.  Describes the program goals, the responsibilities of the implementing officials, and the relationships between the Department of Defense (DoD), the National Guard Bureau (NGB), and the Governors of the States or the Commanding General of the District of Columbia National Guard implementing the National Guard Challenge Program.
