12/09/1994 SUMMARY: This instruction revises the technical requirements for the
Military Personnel Drug Abuse Testing Program as directed by DoD Directive 1010.1,
"Military Personnel Drug Abuse Testing Program", December 9, 1994 and assigns
responsibilities for the technical aspects of the testing program; establishes procedures
for testing for anabolic steroid abuse by military personnel; ensures that urine specimens
collected as part of the drug abuse testing program are supported by a proper chain of
custody procedure at the collection site, during transport, and at the drug testing
laboratory; ensures that any Service field testing program complies with the technical
