SUMMARY:  This Directive:  1.  Reissues DoD Directive 1000.4, dated June 3, 2002 to update policy and responsibilities for the FVAP under Executive Order 12642.  2.  Continues to implement Executive Order 12642, wherein the Secretary of Defense is named the "Presidential designee" and assigned responsibility for oversight of the FVAP under Section 1973ff. of title 42, United States Code.
