SUMMARY:  This Instruction implements policy in DoD Directive 1000.22, "Uniformed Services' Identification (ID) Cards," October 8, 1997 and establishes the policies, responsibilities, and procedures for the issuance of the Department of Defense Civilian ID Card to eligible executive civilian employees of the Department of Defense.
