SUMMARY:  This Instruction reissues DoD Instruction 1000.15, "Private Organizations on DoD Installations," September 22, 1978 (hereby canceled); implements policy in DoD Directive 5124.5, October 31, 1994; updates responsibilities and procedures to define and reestablish parameters for private organizations located on DoD installations for their authorization and support.
