Correction to our class discussion Tuesday. Ms. Middleton was correct - the Office of Legal Counsel is in DOJ and is separate from the White House Counsel's Office. The separation was less obvious during the Bush II presidency because the Vice-President controlled the OLC. The torture memos and other OLC national security memos are here.
